The intention of the Health Spa Topusko, TOP-TERME Ltd. and other stakeholders is to offer a vision of long-term sustainable development of the Municipality of Topusko based on the use of renewable sources of geothermal water and related energy and the reduction of CO2 emissions, as well as increased security of supply, all in accordance with the latest achievements in the field of energy and automation, as well as socio-economic and spatial planning of local community development.

The project „Topusko pametni termalni grad-TopThermalCity“ benefits form a € 421 thousand grant from Iceland, Liechtenstein and Norway through the EFA Grants 2014-2021, with the national co-financing of the Republic of Croatia within the Energy and Climate Change Programme.The aim of the project is to prepare technical documentation for the reconstruction and expansion of the geothermal water network, for the use of geothermal water for energy purposes and the restoration of wells to increase the number of users of district heating services and greater energy utilization of geothermal water as a renewable energy source.

Programme: Energy and climate change
The EEA Grants represent the contribution of Iceland, Liechtenstein and Norway towards a green, competitive and inclusive Europe.
There are two overall objectives:
1) reduction of economic and social disparities in Europe, and
2) to strengthen bilateral relations between the donor countries and 15 EU countries in
Central and Southern Europe and the Baltics.
The three donor countries cooperate closely with the EU through the Agreement on the European Economic Area (EEA). The donors have provided €3.3 billion through consecutive grant schemes between 1994 and 2014. For the period 2014-2021, the EEA Grants amount to €1.55 billion.
The priorities for this period are:
# 1 Innovation, Research, Education and Competitiveness;
# 2 Social Inclusion, Youth Employment and Poverty Reduction;
# 3 Environment, Energy, Climate Change and Low Carbon Economy;
# 4 Culture, Civil Society, Good Governance and Fundamental Rights;
# 5 Justice and Home Affairs.
The EEA Grants are jointly financed by Iceland, Liechtenstein and Norway, whose contributions are based on their GDP.
Eligibility for the Grants mirror the criteria set for the EU Cohesion Fund aimed at member countries where the Gross National Income (GNI) per inhabitant is less than 90% of the EU average.
In the financing period 2014-2021, the Republic of Croatia has € 103.4 million (€ 56.8 million under the EEA Financial Mechanism and € 46.6 million under the Norwegian Financial Mechanism). The share of national co-financing is € 9.8 million (15%), bringing the total available resources to € 113.2 million.
